Throttling occurs when you exceed a certain multiplier of you per minute data volume ingest, calculated from your daily average ingest.
To provide an example with a 10GB per day account, the average per minute rate is ~7.1 MB (10 GB/24h/60m). Throttling kicks in when the rate of ingestion exceeds a multiplier (4-10x with the 10x multiplier for smaller accounts and the 4x multiplier for bigger accounts) of the per minute rate. For example, the multiplier in the 10GB per day account would be 10x and throttling would be triggered when the per minute ingestion rate exceeds 71.11MB per minute.
