Can we put filters(Template variable) panel for bar chart just right above bar chart panel

Sample data -
Column_A Column_B
group_1 steeve
group_1 Mark
group_1 steeve
group_2 Beck
group_2 Joe
group_2 Harley

I want to plot bar chart on Column_B such that if I select Column_A value then bar chart will only be shown for that group of column_B.

the above is possible with template variable option. but Issue is the template variable drop down always comes at the top in dashboard due to which user get confused find hard to find filter drop down panel if bar chart is in bottom after so many panels.

Question 1 - can we drag or simply move drop down panel just wherever we want, In the above case I need filter drop down panel just right above bar chart.

Question 2 - Instead of drop down panel, I will plot bar chart for both Column_A and Column_B. there will be two bar chart panels. Now can I interlink Column_b bar chart with Column_A, Such that if I click on one of the Column_A bar (exp - group_1, among all bars) then Column_B bar chart automatically gets filtered only for group_1 rows.
Title should also gets dynamically updated with group_1 value in title string

Filter (template variables) is always positioned at the top of a dashboard. why do you think hard to find it?

I want filter drop down and bar chart panels together one below other, so that user knows filter belongs to the bar chart right below it.

It is not possible to create and attach filters to each panel.
If you have many panels in a dashboard, you can separate it into a few dashboards.
